The debate upon the new Electoral Bill in the Assembly on Tuesday was more than usually animated, and was diversified by a passage-at-arms between Mr Gillies and Mr Berry, which to some extent recalled the scenes of last session, Mr W C Smith was the first to address the House, and in the course of his remarks he pointed out the many anomalies, proposed by the bill in the matter of representation, and contended that the measure should be referred to a select committee composed equally of both, parties in the House, to whom, should be left the definition of the boundaries and the re-distribution of seats. Mr Mason, who has kept a discreet silence since the turf scandal in which his name was mixed up, ventured to address the House, and showed his gratitude to the Government who had declined to ostracise him by supporting the bill in every particular. In fact, to this young man's mind it seemed quite a masterpiece of statesmanship. Mr A T Clark thoroughly exposed the want of bonafides, on the part of the Government in drawing up the bill, as exemplified in their dealing with West Bourke, Footscray and Williamstown, Mr John Thomas Smith approved of electoral reform, but thought that there should be a reduction rather than increase in the number of members. Mr Patterson made an excellent and well digested speech, and succeeded improving unmistakably that the figures upon which Mr Macpherson had based the provisions of the bill were erroneous, so far, at least at Castlemaine was concerned. Mr Gillies replied, and made a lengthy speech, to in which he combated the views of those who took exception to the anomalies which, would be created under the new bill, by showing that the same inconsistencies existed, in England and the neighbouring, colonies. Mr Woods dealt with this apology for the bill after his usual trenchant fashion, and the debate was then. adjourned, on the motion of Mr James.-Age.
