Summary of the evidence on day 43 of the hearings
4/8/1881 Thomas Bolam commenced his evidence - some brief highlights
Mr Bolam was the Inspector-General and Acting Secretary of the Education Department.
He officially knew James Wallace. Bolam gave a number of details of Wallace's career and his character.
He also told the Royal Commission about the operation of the education system in Victoria. For example teachers were paid by results. How did that system work?
He also explained the other jobs done by teachers such as Wallace in small rural communities. How did the education system deal with Wallace's role as a police agent. If application had been made to the department, would they have agreed to Wallace's taking this position of an agent or informer?
Bolam found out that James Wallace had a particular link with one of the members of the KellyGang.
James Wallace had 2 brothers who were teachers, were they sympathizers?
Bolam had a problem, he have arrived at the conclusion that Wallace, although ostensibly assisting the police, was not acting fairly by them. He said that he did not know whether he was justified in saying that he had arrived at that conclusion, that but it was his private impression. He had heard all sorts of rumors, and he was quite satisfied in his own mind that Wallace had been at heart ready at all times to assist the outlaws. Was this enough of a basis to sack him? Bolam then went on to summarise his concerns about James Wallace.
