An answer given by the Chief Secretary to a question put by Mr Russell on behalf of Senior Constable Johnston who was recommended for promotion by the Police Commission for his services in connexion with the destruction of the Kelly gang, should discourage members of the Legislative Assembly from pressing the claims of individual policemen on the attention of Parliament without first making sure that their record is good. Mr Berry read a memo from the chief commissioner, giving particulars of "gross misconduct" on the part of Johnston whilst in charge of the station at Nagambie, and stating that his promotion to the rank of sergeant would cause discontent amongst more deserving men. Senior Constable Johnston's special fault was playing cards in a publichouse with the junior constable.
